Job Summary
The Engineering Manager is responsible for providing a leading role in land development and infrastructure aspect for the City of Brownsville. The Engineering Manager will also perform complex professional engineering design, and act as a project manager for major engineering and construction projects. Provide professional engineering, administrative, and support to the Engineering & Public Works Director and perform other related duties as required. This position reports to the City Engineer and works with elected officials and department directors to ensure a comprehensive and coordinated public message.

Key Functions/Knowledge/Skills
Prepares cost estimates for engineering projects.
· Conducts and participates in regular staff meetings; reviews progress of work and resolves operational or personnel problems; ensures division staff has the necessary tools and knowledge to perform their assignment in an orderly and timely manner.
· Understands the legal basis of construction codes and their implication and limitation within the mechanics of the law as they relate to construction projects.
· Comprehends technical data ranging from basic construction principles to complex engineering theories.
· Plans, develops, and monitors the division budget; monitors expenditures to ensure compliance with budget limitations.
· Reviews and approves all construction plans and specifications; responds to public complaints and recommends corrective action.
· Prepares monthly management reports showing the activity of the division; ensures the accuracy, neatness, completeness, and timeliness of the same.
· Coordinates, implements, and manages all bond funds for street improvements projects; coordinates assignments with federal, state and utility company officials; coordinates street and drainage community development block grant projects.
· Evaluates, review and recommends for approval all engineering services, contractors fees and laboratory services invoices for payment in accordance with the project budget.
· Perform other related work as required.
Minimum Education & Experience
Ph.D./J.D./P.E., etc. (no experience), or master's degree plus three years of experience, or bachelor's degree plus five years of experience, or associate's degree plus seven years of experience, or high school graduation or GED plus nine years of experience.
Special Certifications & Licenses
Valid Texas Driver’s License.

Responsibility for Equipment & Property
Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of agency vehicle.

Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.
