    Job Summary

    Performs technical, administrative, and professional work assisting the Emergency Management Administrator with emergency planning documentation for the City of Brownsville and its individual departments and assist various businesses and organizations with emergency preparedness presentations. Responsible in assisting to coordinate local homeland security program grants and Emergency Management Performance Grants. Also responsible for providing technical assistance at public meetings, and for reviewing fiscal performance and equipment inventories of recipient departments.

    Key Functions/Knowledge/Skills

    • Assists and Monitors overall preparedness level of City of Brownsville, particularly in terms of the State-reviewed Emergency Operations Plan.
    • Assists Director and Planner in implementing various training programs, preparedness exercises, and community events related to emergency preparedness.
    • Ensures appropriate training record retention for municipal employees in relation to local, state, and federally-mandated NIMS/ICS requirements.
    • Assists in reviewing municipal department emergency plans, and local business emergency plans, in accordance with state requirements and local policy.
    • Assists in implementing various training programs, preparedness exercises, and community events related to emergency preparedness.
    • Assists in preparing demographic maps and charts when needed.
    • Reviews invoices and inventories of appropriate grant equipment from local departments.
    • Assists in ensuring that the Emergency Operations Center (EOC) and its equipment are ready for rapid assembly, activation and/or deployment.
    • Assists in coordinating appropriate training for EOC staff and ESF members.
    • Assists EMC/Administrator during emergency incidents and EOC activations.
    • Creates, revises and edits correspondence and documents such as memos, letters, invoices, reports and/ or agendas.
    • Prepares and maintains purchase orders, invoices and p-card purchases for payment.
    • Assists with budget preparation.
    • Assists with supervising and scheduling work assignments for volunteers during emergency disasters and OEM events.
    • Assists in disseminating emergency preparedness and/or disaster recovery information at citywide outreach events to include businesses and residents through telephone calls, email requests, and/or internet inquiries and/or at outreach events.
    • Attends staff meetings to exchange information; attends in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
    • Assists in updating the local Special Needs Registry through calls to local residents; assists in verifying information provided by 2-1-1, provides necessary instructions to local residents needing evacuation information.
    • Serves at the Emergency Operations Center during emergency activations.
    Ability to respond on a 24-hour basis to assist in emergency situations.
    • Performs other duties as assigned.

    Minimum Education & Experience

    High school graduation or GED plus two years of experience.

    Special Certifications & Licenses

    Valid Texas Driver's License

    Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, whether there is a problem/malfunction with a piece of equipment that needs attention, etc.; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

    General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives priorities.

    Orders and picks up supplies; posts transactions but does not directly handle checks or cash; sends invoices for billing.

    Physical Demands

    Office job with little or occasional light physical effort; may require brief periods of muscular exertion, such as standing, lifting, moving, pulling, pushing, etc. Ability to exert up to 20lbs. of force occasionally to move objects.

    Responsibility for Equipment & Property

    Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
