Job Summary
This position leads, oversees, and participates in the more complex and difficult work of staff responsible for providing professional planning services to the City involving administration and implementation of the City of Brownsville’s Bicycle and Pedestrian Sidewalk & Trails Master Plan. This position is responsible for providing new solutions and project ideas for future projects and connectivity with other mobility initiatives. Additionally, this position will serve as project manager for specific City Bicycle and Pedestrian grants and city funded projects and programs that may be existing or proposed.

Key Functions/Knowledge/Skills
• Collect, compile and analyze complex planning issues including the fiscal impacts of growth and development; review the fiscal analysis of development projects submitted by private developers that include bicycle and pedestrian components into their development.
• Prepare specific plans, new ordinances and amendments, and take them through the approval process that relate to the bicycle and pedestrian program, prepare Master Plan policies and sections.
• Provides leadership and serves as the City’s lead contact for all pedestrian and bicycle programs.
• Assesses bicycle and pedestrian needs by compiling and analyzing data and technology.
• Provides new solutions and ideas for new routes and further connectivity with other city project initiatives.
• Reviews Planning & Redevelopment Department permits and plats for compliance with bicycle and pedestrian action plans and initiatives.
• Advocates for the continued development of the City’s bicycle, pedestrian and micro-mobility systems and safety, while facilitating public engagement in processes that inform a balanced multimodal transportation system and plan.
• Responsible for active transportation planning efforts, including the development of Safe Routes to Schools (SRTS) program activities.
• Conducts planning efforts to complete pedestrian and bicycle networks and implement the City’s Sidewalk Comprehensive Plan and connection to transit initiatives.
• Creates and implements pedestrian, bicycle, and other micro-mobility educational programs.
• Represents the City at committees and boards related to the development of the pedestrian and bicycle system.
• Serves as the project manager for all trail construction projects.
• Develops and tracks performance measures that monitor the implementation progress in creating a multimodal transportation system.
• Coordinates with TxDOT, CCRMA, Cameron County, FHWA, FTA, Caracara Trails, and other agencies.
• Manages and supports the implementation of a local bicycle, scooter or any other micro-mobility sharing systems. This may include items such as permitting, updating the City policy/ordinance, customer service interface, and establishing parking areas.
• Maintains cooperative working relationships with public agencies, and coordinate SRTS and bicycle and pedestrian safety program activities with those of other departments and outside agencies and organizations.
• Coordinates with City staff on grant applications and administration, including Transportation Alternative Program (TAP) nominations and provisions of assistance required for TxDOT implementation.
• Coordinates and manages the City’s CycloBia events.
• Establishes partnerships with public and private entities to increase alternative modal commuting options.
• Develops short-term (tactical) and long-range solutions to multi-modal transportation problems.
• Serves as the lead contact to the City of Brownsville’s Bicycle & Pedestrian Committee.
• Coordinates all City of Brownsville’s Bicycle & Pedestrian Committee meetings.
• Prepares reports and studies as requested for Department Administration, City Mayor, City Manager and/or City Commission.
• Attend and participate in a variety of group meetings, including evening and weekend meetings; stay up to date with new trends and innovations in the field of planning.
• Maintains confidentiality of work-related issues and City information.
• Performs related tasks as necessary.
Minimum Education & Experience
Master’s degree, or bachelor’s degree plus two years of experience, or associate’s degree plus four years of experience, or high school graduation or GED plus six years of experience.
Knowledge in comprehensive and long-range planning for municipalities.
Knowledge in implementing bicycle and pedestrian planning.
Special Certifications & Licenses
Requires TxDot Local Government Project Procedure Qualification Program Certification (LGPP) or willing to obtain Certification within six (6) months of employment.
Valid Texas Driver’s License.

Level & Frequency of Outside Contact
Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.
Physical Demands
Office job with little or occasional light physical effort. Ability to exert up to 20 lbs. of force occasionally to move objects.

Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
