Job Summary

            Under general supervision of the City Manager, this position will perform a variety of community and economic development activities and administrative duties. The Community Development Manager is responsible for recruiting new retail and retention strategies for current businesses (in collaboration with other entities) in the City of Brownsville.

 The Community Development Manager will represent the City of Brownsville as a liaison with local and regional economic development entities, including ICSC, Type A and Type B economic development corporations. This position will provide support to ensure successful implementation of the Downtown Renaissance Master Plan, Housing Plan, and other plans developed to help promote community and economic development for the City of Brownsville.

Key Functions/Knowledge/Skills

  • Collaborate with applicable entities for recruiting new retail and retention strategies for current businesses and supporting programs including small business workshops, job fairs, seminars, and other trade fairs and events. 
  • Work with the Communications and Marketing Department to produce, marketing collateral materials including but not limited to brochures, aerial maps, packet materials, newsletters, email bulletins, videos and other related materials depicting community and economic development events, opportunities, and projects. 
  • Research, compile, and maintain current economic, demographic, and other development related information for internal and external uses.  
  • Create, update, maintain, post and coordinate information about Community and Economic Development in Brownsville on City web sites and social media pages. 
  • Develop and maintain professional business relationships with existing commercial property owners and real estate developers to promote development and reinvestments within the City of Brownsville. 
  • Knowledge and experience with Public Improvement Districts (PIDs), Tax Reinvestment Zones (TIRZ) and 380 economic development incentives including applicable state law and compliance/reporting requirements
  • Evaluate project potential and incentives requests and provide a summary to the City Manager. Prepare reports for City Commission. 
  • Support the City Manager in negotiating and monitoring incentive agreements and contracts with prospective stakeholders; provide recommendations to the City Manager for City Commission for incentive agreements. 
  • Assist in the review of legal agreements associated with economic development projects for accuracy, completeness, and compliance with requirements. 
  • Assist in the drafting of the proposed City Manager’s annual budget for Community and Economic Development programs. 
  • Respond to open records requests specific to economic and community development in collaboration with the Legal Department.  
  • Represent Brownsville in a professional, ethical, and positive manner to promote Brownsville as an ideal place to conduct business. 
  • Assist with applications for economic development incentives including the facilitation of Texas Enterprise Zone Applications with entities and submits annual state reports as required. 
  • Must be available to work outside the standard business day for Board Meetings, City Commission Meetings, and other work-related activities. 
  • Knowledge and experience of Type A and Type B Corporations and Economic Development incentives. 
  • Ability to maintain confidential data and information on economic development projects. 
  • Ability to work collaboratively with Board Members, elected and appointed leaders and citizen groups. 
  • Ability to respond to complex or difficult inquiries or complaints 
  • Perform any other related duties as required or assigned. 

Minimum Education & Experience

Requires a Bachelor’s Degree in Business Administration, Public Administration, Economics, Urban Planning or related field, plus 5 years related experience.

Special Certifications & Licenses

Valid Texas Driver’s License.

Independence & Judgement

Proficient level of judgment with planning, leading, organizing, recognizing, and resolving issues or problems; requires very little supervision.

Office job with little or occasional light physical. Ability to exert up to 20 lbs. of force occasionally or a negligible amount of energy frequently to lift, push, pull or otherwise move objects.
