Job Summary
The Ordinance Enforcement Officer II is to oversee the operations of the Ordinance Enforcement Division under the supervision of the Public Health Director and Assistant Public Health Director. Under administrative direction, the purpose of the position is to supervise inspection work enforcing ordinances and related regulatory requirements for the general public and business entities within the City of Brownsville. Review complaints and assist subordinates in developing recommendations to resolve any complaints concerning violations. Position provides support and/or assistance to employees, the general public and property owners, as necessary. This class works within a general outline of work to be performed; develops work methods and sequences under general supervision.

Key Functions/Knowledge/Skills
• Conducts field inspections and issues courtesy written and/or verbal legal notices for code violations.
• Maintains appropriate records, files and reports.
• Interacts with City Attorney/Prosecutor in preparation for enforcement related cases.
• Interacts with general public in the enforcement of city ordinances.
• Establish and maintain cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects.
• Plans, schedules, supervises and evaluates personnel to ensure quality standards and timely completion of all inspections.
• Responsible for performance measures and work plan objectives as set forth by the director.
• Work effectively with a variety of staff, other governmental representatives, and the public; deal tactfully and courteously with the public and maintain composure in difficult and/or stressful situations.
• Supervises systematic site inspections of properties and structures within the City to ensure compliance with all applicable City, State and Federal codes and regulatory requirements; enforces all aspects of the City’s codes and ordinances.
• Investigates code or ordinance non-compliant conditions on private property, public property and on business establishments.
• Reviews case documentation and incident reports.
• Presents evidence in various legal proceedings. Maintains computer files and records on violations, actions taken and final disposition of cases.
• Patrols sections of the city looking for violations of city ordinances and health codes
• Receives citizen complaints, responds to these complaints, and takes corrective action.
• Coordinates inspections with other departments.
• Conducts property research on ownership information, and studies area maps.
• Performs related tasks, as necessary.
Minimum Education & Experience
High school graduation or GED plus one year of experience.
Special Certifications & Licenses
Valid Texas Driver’s License.
Requires a Texas State Code Enforcement Officer License, and/or must receive certification in code enforcement within one (1) year of employment.
Independence & Judgement
Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives. Greater level of knowledge when applying guidelines and interpretation of available options to non-standard situations; division goals drive priorities.

Physical Demands
Light physical effort. Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force.
Responsibility for Equipment & Property
Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of agency vehicle.
Working Conditions
Frequent travel associated with job; periodic situations that cause stress and tension in the execution of regular duties.
