Job Summary

The Compliance Specialist is crucial to ensure adherence and compliance with federal, state, and local laws and regulations regarding the U. S Housing and Urban Development Programs; Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and other federal and state assisted programs. Responsibilities include compliance monitoring, oversight, and project evaluation. The candidate will perform special projects and research related to the programs administered by the department. This position reports directly to the Compliance Manager.

Key Functions/Knowledge/Skills

• Performs monitoring of CDBG, HOME and ESG programs and other grant program activities to ensure compliance with funding requirements which includes but are not limited to the following;
o Evaluates existing policies and procedures, identifying gaps and areas that need improvement.
o Conducting assessment and analysis of potential risks and developing risk management strategies.
o Ensuring that internal audit procedures align with regulatory requirements and identifying areas that need improvement.
o Reviews project performance related to achieving the national objective of benefiting low- and moderate-income households and sub-recipient performance.
• Prepares and updates Environmental Review Records in conformance with National Environmental Policy Act (24 CFR 58) as required for various programs:
o Researches and prepares assessments for approved activities which include issues such as alternate approaches, noise assessments, historic preservation, etc.
o Prepares and submits notices and affidavits related to the environmental review process.
o Responds to inquiries concerning the environmental review process.
o Responds to citizen inquiries and provides interpretation of the department’s policies, procedures, and programs.
• Provides technical assistance to staff to develop their capacity to implement a project and to report program accomplishments in compliance with applicable rules and regulations.
• Monitors federal Davis Bacon labor standards activities, Section 3, Buy America Build America, and procurement procedures.
• Assists with the planning and development of the Consolidated Plan, Consolidated Annual Performance Evaluation Report, and the Annual Action Plan.
• Monitors the data within the Integrated Disbursement and Information System (IDIS).
• Conducts research and compiles statistical data related to staffing, costs, procedures, and policies required to develop proposals for new and continuing federal and state grant programs.
• Performs other related duties as assigned.

Minimum Education & Experience

Bachelor’s degree plus 6 months to a year of experience relatable (preferred), or associate’s degree plus 2 years of experience, or high school graduation or GED plus six years of experience.

Special Certifications & Licenses

Valid Texas Driver’s License.

Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, when to change or sharpen blade on mower, whether there is a problem/malfunction with a piece of equipment that needs attention, etc.; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.
