Job Summary

Under general supervision of the Multimodal Transportation (MMT) Deputy Director, the Facility and Fleet Contract Manager will manage and oversee all maintenance of fleet and facilities programs; will coordinate and direct the work of the fleet maintenance contractor for B-Metro. This position is responsible for monitoring contracted service compliance to ensure revenue vehicle daily roll-out and operational readiness of the B-Metro fleet and facilities contracted service compliance. Serves as the liaison between Management and Contractor.

Key Functions/Knowledge/Skills

• Ensures Fleet Maintenance Contractor and Vendors fulfill all contractual requirements up to performance standards.
• Ensures compliance with preventive maintenance schedules to ensure facility and fleet are mission ready at all times.
• Conducts random quality control checks on fleet, and equipment to ensure preventive maintenance services are being performed as required by the Office of Emergency Management (OEM), state and federal standards.
• Develops specifications, costs proposals, and obtains certified price quotes for departmental needs for fleet and equipment.
• Develops fleet and equipment listings/descriptions for public auctions as well as prepares disposition documents to/with the funding agencies.
• Develops vehicle or needs-assessments in the form of a written procurement history to validate/justify and qualify a specific vehicle or heavy equipment and facility improvement needs prior to acquisition processes.
• Reviews, approves or denies daily request for Non-Target repairs by the City’s outsourced Fleet Maintenance Contractor.
• Maintains/monitors detailed records of daily submitted and monthly non-target billings by fleet maintenance contractors and regularly reviews ongoing fleet, equipment, and facilities work processes.
• Assists Department Management in the development of procedural processes and/or Transit Asset Management (TAM) plans for facilities and fleet maintenance, replacement and rehabilitation policy implementation.
• Assures and coordinates with contractors, vendors, and staff to assure repair for operation of ITS equipment and hardware for operational services and facilities are maintained accordingly.
• Responsible for oversight of activities subject to local, state, and federal regulation: Texas Vehicle Inspection Program, Americans Disabilities Act, Texas Department of Transportation and Federal Transit Administration.
• Ensure sanitation and cleanliness of all Brownsville Metro revenue and non-revenue vehicles.
• Designs processes and Standard Operating (SOPs) related to Fleet and Facilities Maintenance strategies and overall maintenance plan aligning with Federal Transit Administration and National Transit Data.
• Assist in the development of the Maintenance budget for all facilities including La Plaza Terminal, Jose Colunga Maintenance Facility and Fleet Shop, Eastside Transfer Station, Northside Transfer Station, and 600+ Bus stops/bus shelters.
• Works closely with Emergency Operations Center (EOC) and other emergency operation entities including Cameron County, the State of Texas and other responders and volunteer organizations, during significant weather events or similar disasters such as hurricanes, floods, windstorms, and pandemic by presence at the City’s EOC in requesting and/or acquiring necessary equipment to facilitate emergency response and/or support including supplies and commodities.
• Responsible for managing and maintaining B-Metro’s overall general maintenance, repairs, and cleaning of facilities.
• Coordinates the maintenance and repair of major facility equipment, such as HVAC systems, elevators, electrical systems, and generators.
• Ensure compliance with all safety and environmental regulations and requirements.
• Create emergency response plans in case of unforeseen incidents, such as, fires or explosions in coordination with the Chief Safety Officer.
• Establish and maintain relationships with suppliers and vendors to acquire quality materials at competitive prices.
• Responsible for keeping an accurate inventory of facilities, maintenance materials and supplies, annual State and Federal mileage reports, and other reports as needed.
• Creates, maintains, and coordinates, weekly, monthly and quarterly performance reports.
• Creates agendas and coordinates weekly, monthly and quarterly performance meetings with staff, management, and contractors.
• Serves as Project Manager for department facility projects procurement process and coordinates with Engineering & Public Works (EPW) department and other related departments.
• Responsible for oversight of activities subject to local, state and federal regulation including but not limited to: Environmental (EPA), Texas Commission of Environmental Quality (TECQ), Americans Disabilities Act, etc.
• Ensures safety, sanitation, and cleanliness for all facilities including bus shelters.
• Develop task assignments and job expectations to ensure clarity on responsibilities.
• Establish strategies and goals in alignment with organizational objectives and vision.
• Develop and deliver proper training programs to ensure safety and compliance.
• Maximizes productivity of employees through continuous employee engagement, coaching, counseling, and discipline in accordance with City of Brownsville policy and procedures. Instruct employees on proper procedures.

• Performs routine office skills, typing, use of office PC and scanner, answers and using telephone, files, faxes and copying.
• Perform other related duties assigned by management, as required.

Minimum Education & Experience

Requires a bachelor’s degree.
Five (5) years’ experience in a relevant field. Knowledge of applicable state, federal and local laws, rules and regulations is preferred.

Special Certifications & Licenses

Valid Texas Driver's License.

Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of City vehicle.
