Job Summary
The City Secretary serves diverse and critical roles within the City of Brownsville, including the Commission certifier, local registrar, records custodian, and elections administrator.

Key Functions/Knowledge/Skills
• Coordinates the preparation and posting of Commission meeting agendas, as well as their ordinances, resolutions, proclamations, and minutes; and ensures all documents are properly signed and sealed.
• Files and produces for qualified applicants’ certificates of birth, death, fetal death, burial transit permits, and other forms associated with vital statistics.
• Coordinates general and special elections with the Cameron County Elections Administrator; ensures the appropriate timetable is followed; clarifies voting procedures and regulations for any interested individuals; processes election expenditures.
• Facilitates the lawful disclosure of public information.
• Provides direct and impartial assistance to members of the City Commission, Audit & Oversight Committee, and Ethics Advisory Board, attending their meetings and those of other boards or committees as required.
• Directs, motivates and evaluates the department’s staff.
• Researches, assembles, and presents in writing and in person a wide variety of information.
• Manages financial activities; assists in budget preparation and monitors expenditures.
• Facilitates the planning and implementation of community and organization-wide events.
• Performs related tasks as necessary.
Minimum Education & Experience
Bachelor’s degree or educations and training equivalent to four years of college education in business management, political science, or a closely related field.
Six (6) years of work-related experience.
Special Certifications & Licenses
Texas Municipal Clerks Certification Preferred.

Significant and comprehensive level of judgement; addresses very complex issues or problems with employees.
Initiative & Ingenuity
Work doesn’t generate itself; employee must decide what is to be done and when; control over priorities; constant need to find creative or non-routine solutions.

Invests and manages large amounts of money according to specific instructions or guidelines; approves expenditures or disbursements within general guidelines; has substantive input into budget.

Higher frequency of outside contacts.
Physical Demands
Office job with little or occasional light physical effort, may require brief periods of muscular exertion, such as standing, lifting, moving, pulling, pushing, etc. Ability to exert up to 20lbs. of force occasionally to move objects.
Responsibility for Equipment & Property
Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office. Use of City Vehicle.
Working Conditions
Frequent travel associated with job; periodic situations that cause stress and tension in the execution of regular duties.
Other Requirements
The City of Brownsville requires all employees to successfully pass a Drug & Alcohol and a physical examination and a Background Check.
Must be able to pass a Background Check and Fingerprinting as required by the Texas Department of State Health Services, Vital Statistics Division.
