Job Summary

The purpose of this class is to lead a department that is responsible for purchasing goods and services for all departments while performing within the Texas purchasing code and City of Brownsville Purchasing Procedures. The position oversees the procurement of goods and services, solicits contracts, and negotiates services. This position is also responsible for overseeing or preparing bids and requests for proposals, managing purchase orders, preparing contracts and other procurement needs. The position will be responsible for planning, organizing and implemented major policies and procedures, reporting progress of major activities to executives and the Commission through reports and conferences.

Key Functions/Knowledge/Skills

• Accountable for supervising, directing, and approving all purchasing requirements for all City departments.
• Responsible for analyzing and making recommendations in resolving budgetary, administrative and management problems regarding all purchasing requirements.
• Responsible for coordination with department heads regarding special purchasing projects.
• Coordinates purchasing/inventory functions in collaboration with Finance Department.
• Follows prescribed financial practices and procedures for all purchasing activities.
• Prepare or review specifications, bids, proposals.
• Attend meetings related to management including Commission meetings.
• Attend meetings related to purchasing goods and services.
• Prepare and update policies and procedures.
• Professional development and staying abreast of changes in laws and regulations.
• Working with staff, performance evaluations, coaching, etc.
• Routine review of purchase orders, work orders, bids, proposals, and other purchasing related documents.
• Prepare, update and monitor annual work plan.
• Perform a high degree of tact and diplomacy in dealing with department heads and vendors using initiative, resourcefulness, and professional integrity
• Performs other job-related tasks as assigned.

Minimum Education & Experience

• Bachelor's degree plus five years of experience, or associate's degree plus seven years of experience, or high school graduation or GED plus nine years of experience.
• Must have considerable knowledge of property accountability and general supply procedures.
• Thorough knowledge of business methods, principles and practices and the laws relating to public purchasing.

Special Certifications & Licenses

Valid Texas Driver’s License.

Financial Responsibility

Final approval on department expenditures and manages department's or program's funds in a department of substantial size for the organization either in terms of numbers of employees or amount of funds or both.

Physical Demands

Office job with little or occasional light physical effort.

Responsibility for Equipment & Property

Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
