Job Summary

Under general supervision of the Sports Park Superintendent, is responsible for overall management of recreation/athletic programs and special events. Responsible for overseeing proper maintenance of recreation facilities and recreational equipment: assist with preparation, development and administration of the recreational budget: assists with preparing marketing plan for Sports Park athletic fields and special events. Hires, trains and supervises recreation attendants. Responds to public inquiries or concerns about recreation programs. Publicizes and promotes local Sports Park activities, events, and tournaments. Coordinates volunteer projects within the City of Brownsville Sports Park system, while working with other local agencies.

Key Functions/Knowledge/Skills

• Plans, assigns, schedules, supervises, and monitors the work of recreational personnel: responsible for the selection, supervision, discipline, training, and development of recreation attendant staff.
• Assesses, Plans, Implements, Evaluates, Coordinates, and Supervises a variety of programs, events, ceremonies, dedications, tournaments, etc., and ensures the conditions/environment is safe and reports accordingly.
• Responsible for assisting with the creation and implementation of a marketing plan to attract various state, regional, national, and international sporting tournaments, and events; attending conferences/conventions as needed.
• Use evidenced based decision making from analysis of various evaluation methods i.e., industry trend reports, field usage data, demographic data, tourism data, etc. to identify the needs and trends for existing and future program offerings.
• Consistently implement PARD program management principles to ensure equitable service delivery, quality delivery, and long-term financial sustainability.
• Plans, assigns, and coordinates athletic tournaments and sporting events at all Sports Park facilities, while developing a relationship with other sporting venues in the local area.
• Provides host management services by working closely with the Convention and Visitors Bureau, hotels, and restaurants to coordinate participate arrive for tournaments and other Parks and Recreation events, by preparing brochures, media kits, activity guides, press releases, and other innovative marketing concepts.
• Leverage resources to increase marketing reach of BSP, implementing the comprehensive Marketing Strategy for competitive differentiation, pricing strategy, branding, advertisements, event sponsorships, naming rights, etc.
• Fosters the culture and values of the City when interacting and communicating with other City departments, public officials, agencies, community groups, associations, organizations, etc., as a representative of the City.
• Prepares and maintains accurate reports and records in a timely manner; presents reports and presentations regarding tournaments and events.
• Performs other related work as required.

Minimum Education & Experience

Master’s degree plus one year of experience, or bachelor’s degree plus three years of experience, or high school graduation or GED plus seven years of experience.

Special Certifications & Licenses

Valid Texas Driver’s License

Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, when to change or sharpen blade on mower, whether there is a problem/malfunction with a piece of equipment that needs attention, etc.; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules

Responsibility for Equipment & Property

Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office, use of City vehicle.
